Why Weren’t Presidents Explicitly Included in the 14th?

I do not understand how or whether this has any significance to today’s procedures and tally disqualification. It’s one location where history offers some assistance as to why a change is composed the method it is. I do not believe it makes sense at all that the disqualification stipulation does not use to the President. It’s a really over-clever semantic argument that is on par with the reasoning behind the “independent state legislature” theory: a hyper-literal concentrate on text without context which has the impact of producing a result nobody might have planned. — and this is a considerable “however”– it is real that presidents were not what the authors of the language were most worried about. Which matter of focus might have affected how they structured the language.
